Members of the research team have many years of experience in developing labor potential programs for various levels of management, personnel strategies, personnel policies (including anti-crisis ones), their individual components at the regional level and for organizations of various forms of ownership and economic activities, including higher education institutions.


Short description of the project

In modern conditions of dynamic environment and the leading role of human resources (personnel) in ensuring socio-economic development, businesses at different levels feel the urgent need to form and implement a competitive personnel strategy and policy that would neutralize the negative effects of macroeconomic and global processes.

The aim of the project is to develop a personnel strategy and/or tool for its implementation – a personnel policy, which can ensure innovative development, increase competitiveness, improve the quality of life of population (staff) and ensure decent work conditions in an unstable external environment and/or crisis phenomena in socio-economic sphere.

The main results of the project

  • adaptation of the regional personnel strategy (policy) to a changing external environment;
  • development of personnel strategy that meets the priorities of the organization and the challenges of the external environment;
  • formation of a personnel policy and its individual components (in particular, compensation policy), which helps organizations to train competent and motivated staff;
  • elimination of crisis situations in corporate personnel strategy through the use of anti-crisis tools;
  • preservation of human resources and increasing the efficiency of its use;
  • reduction of social risks and social tension among employees.

The most significant results achieved

The research team developed approaches and recommendations for the development of personnel strategy and personnel policy in changing external environment, in particular in crisis situations.

The most significant results are as follows:

  • solutions to the formation of regional personnel policy, ensuring the development and reproduction of human resources in the region;
  • recommendations for the elaboration of personnel strategy and its components with account of the internal environment and external challenges;
  • practical recommendations for the formation of corporate anti-crisis personnel policy, which takes into account the likelihood of different perceptions of the crisis in the organization both by individual employees and by different departments;
  • the organizational and methodological support of the anti-crisis personnel policy and its priority directions.

The results were implemented at the regional and corporate levels.


Application areas

Regional and corporate levels. The results of the project can be introduced into the system of crisis management at various types of organizations having different form of ownership. Some results can be implemented in the activities of local authorities.
